woman is dead - after falling into rock creek in the feather river canyon. the plumas county sheriff's department got the call about 3:30 wednesday - of a victim submerged and trapped in the water. numerous agencies responded to the area near the rock creek bridge...but efforts were not enough to save the woman -- identified as heather noone. she had been walking along rock creek with her family when she fell into the water her husband tried pulling her out, but the current was too strong. ########### happening today... two public meetings regarding p-g &e's proposed rake hikes. the california public utilities commission wants to know what*yo* think aboutthe requests which would raise a typical bill by 10.57 a month. the utility says it is requesting rate increases to make safety investments in helping redcue the risk of future wildfires on the heels of devastating 2017 and 2018 wildfire seasons. two public hearings are scheduled for today - at 326 huss lane, suite 100 - in chico. the first is at 1pm - the second at 6pm. ### fema continues to prepare sites for temporary housing after the camp fire. you may remember - construction on gridley industrial park began in may.. and now - fema staff say this project is ahead of schedule.. all the grass has been removed, the ground graded and infrastrcuture is going up - all this - for the homes to go in. some trailers are already in place.. ############ more progress to report from paradise... we have new numbers on camp fire recovery town officials say more than 73- hundred properties are now clear of debris. 2-thousand 62 are now certified as clean, and ready to build on. 93 building permits have been issued, and certificates of occupancy have been approved for two homes. the town will also start to hold community meetings at the paradise alliance church the first tuesday of each month... it is a way for the public to hear updates from local agencies. ### a plan to relocate a convicted sexual pradato - "joshua cooley" from humboldt county to tehama county is meeting resistance. concerned community members along with the tehama county district attorney met last night. those opposed to cooley's placement, hope to convince the humboldt county judge to reconsider the decision. the judge is set to make a decision this friday in eureka. community members plan to attend that session as well. ########## a man is behind bars this morning - after pulling off several armed car*an* truck jacking... with one of those being - of all things - an ice cream truck! it happened in sacramento. police say the suspect stole an ice cream truck - at gunpoint - and took off. he crashed that ice cream truck - but didn't stop there. he then carjacked a b-m- w. sheriff's deputies went after him - he then crashed the b-m-w into a field. members of the swat team arrested him shortly after. ##### a dramatic rescue in san jose -
