Chico, Calif.--Many people were out and about enjoying the evening Monday as Adam Parsons allegedly went on a crime spree around town.
Witnesses that Action News Now spoke with said they couldn't believe what was happening and now they're trying to make sense of how something like this could happen in their neighborhood.
A video recorded by Carolyn Moor shows the minutes after Parsons allegedly crashed a stolen tow truck into a vehicle with a family of four inside.
"I froze. And I kinda regret freezing because maybe I could've done something to help," said Moor. She lives just a couple hundred feet away in the Rice Bowl Apartments. While barefoot, her husband immediately ran out and tried to help the family.
"Cops told him to get one of the kids out of the car seat while he helped the mother get her kid out of the car seat. The dad's just running in circles, going my babies, my babies, he's leaking blood," she said.
Moor said she's shocked that something like this could happen.
"I have kids, I live here, I frequent this road, I walk across this street all the time," said Moor.
"It's just glass all over the place, pieces of car, I found a baby's ball over here on the side and everything and it just really made me sick," said Terri Boles, a woman who spent the morning cleaning up shattered glass at the scene of the crash.
After crashing into the family, police say Parsons continued driving down Lassen Avenue where Kevin Doran and his wife were outside enjoying the weather.
"This guy's hauling ass, it sounds like he's being chased he's going so fast," said Doran. Police say parsons stopped the tow truck at one point.
"Then I heard braking and right as I saw the cop cars I'm like man he is being chased. He's jamming in reverse and he's just a crazy man," said Doran.
He went inside his home and he heard one gun shot fired, at which point his wife immediately jumped on top of their dog to shield him. "It was quite the night," said Doran.
Two Chico police cruisers were damaged in front of his home and the street was blocked for hours while police investigated.
Witnesses of both scenes are just thankful this didn't end much worse.
"If those car seats would've bene switched, we'd have a dead baby today,” said Moor.
