SUTTER COUNTY, Calif. - A California court battle over pandemic changes will start Wednesday.
State Assemblyman James Gallagher, who represents District 3, is squaring off with Gov. Gavin Newsom.
The issue? Gov. Newsom's executive order mandating mail-in ballots for all Californians, and what the Assemblyman cites as an overreach of executive authority.
