SHASTA COUNTY, Calif.—On Tuesday around 7 a.m. a Shasta County Sheriff’s Deputy assigned to the Burney Station was summoned by a citizen regarding a black car dragging a cable.
The deputy located the black Pontiac on Mountain View Road east of town.

The car had 165 foot length cable tied to a carabineer near the trunk of the car.
The coper cable was at least an inch and a half in diameter.
The deputy identified Michael Joseph Ybarra, age 28 and Tyson Noah Courtney, age 35 both Burney residents inside the car.
Courtney and Ybarra said that they were dragging the cable in attempt to strip the protective sheathing.
They claimed the sheathing was too hard to strip by hand.
They also claimed they found the cable lying on the side of the road.
Deputies were familiar with a large PG&E project occurring in the Burney area.
A PG&E contractor arrived on scene and positively identified the copper cable as PG&E property.
The deputy conducted a consent search of the car and found a spool of the cable in the trunk that was also identified as PG&E property.
The cable’s value was estimated to be in the thousands of dollars.
Methamphetamines, heroin, and tools commonly used for burglaries were also found in the car.
Both Tyson Courtney and Michael Ybarra were arrested for grand theft, possession of stolen property, appropriation of lost property, burglary tools, and conspiracy to commit a crime.
They both received additional charges relating to the methamphetamines and heroin.
