UPDATE 9:10 a.m. Saturday, July 6, 2019 -- Action News Now spoke with one of the grandfathers of the girls arrested who is also her legal guardian.

In response to why he has no more control over the girl, he said told Action News Now reporter Laura Eng, "What are you going to do to her? You're going to grab her by her hair? Drag her around? You can't leave marks on them, you can't spank them. You can't, there is no discipline."

"The police officer tried to get in control of her. She ripped away from the police officer, spun around, tried to kick him," he told Action News Now.

He also said that this has been an ongoing daily issue for the past six or seven months and that he understands Chico Police are limited with what they can do with juveniles.

"What has our society come to? How have we allowed these children to get the upper hand? On the parents and on society?"

The grandfather said he thought the situation was handled appropriately by Chico Police.

There is bodycam video from the officers which will now be examined as part of the investigation.
