REDDING, Calif. - A series of violent crimes led to an arrest on Thursday in south Redding.

Officers say Carl Hulsey attacked the two victims, his wife and her sister, before he fled the Westwood Avenue scene with the sister in the vehicle. The wife, victim #1, suffered injuries to her leg and face and was transported for treatment.

Officers checked the area before going to the Win River Mini-Mart on South Bonneyview after it was advised that Hulsey and the sister, victim #2, may have been at the store.

As Officers responded, calls came in regarding a man pointing a handgun at another man near the gas pumps at the store. Authorities say when they arrived, they learned Hulsey was confronted by a concealed carry citizen who knew victim #2 was in distress.

When he was confronted at gunpoint, Officers say Hulsey fled through nearby fields.

Hulsey was located and tracked by a CHP helicopter into nearby trees and with Redding Police K-9 Otto, Officers were able to locate Hulsey and take him into custody.

Victim #2 advised authorities Hulsey assaulted her, attempted to steal the vehicle she had been driving and drove her against her will from the scene. She also said Hulsey attempted to sexually assault her while traveling in the vehicle.

Hulsey was arrested and booked into the Shasta County Jail on charges of domestic violence, assault with a deadly weapon, carjacking, kidnapping, sexual battery and resisting arrest.

One Safe Place is providing services to victim #1. Victim #2 suffered minor injuries.

In a press release, Redding Police thanked the citizens who intervened at the Win River Mini-Mart.

The weather over northern California has finally calmed substantially. Although it would be fantastic to have valley rain and mountain snow, we have some exceptional weather ahead for the end of October and beginning of November.
