CHICO, Calif. -The most recent PG&E blackout canceled a popular Youth Development Summit in Chico.
For 23 years Butte County Behavioral Health has hosted the conference at Richardson Springs.

It draws in 200 teenagers for training on leadership, prevention, creating community change and decreasing youth access to alcohol.
Two weeks ago a planned power blackout forced the summit to be postponed. And while some activities went on as planned yesterday afternoon, the two-day conference itself was called off entirely because of more power cuts.
Organizers say they are disappointed but plan to bring the event back next year.
