Chico Calif.— Chico police investigators arrested a second man Thursday in connection with a Wednesday shooting incident that ended in a crash off highway 99. Christopher Lapp, 19, faces several charges, including attempted murder.
Investigators say Lapp provided the gun used in the shooting at the La Vista Verde apartment complex. The person who was shot drove away and eventuallycrashed on the East First Avenue off ramp.
Kaelan Smith, 18, is the suspected shooter. He was arrested right after the shooting, near the scene. Authorities say Smith received the gun from Lapp who allegedly urged him to shoot the victim.
Smith also faces a charge of attempted murder and other felonies. The victim is hospitalized in stable condition.

Chico Calif.—According to Chico Police they received multiple 911 calls regarding a shooting at the La Vista Verde Apartment complex.
Within minutes of the calls regarding the shooting Chico Police received multiple calls regarding a reckless vehicle in the area of Highway 99 and East 1st Avenue.
Officers responded to both scenes.
When officers arrived to the incident on East 1st Avenue they found a white PT Cruiser involved in a collision.
The driver of the PT Cruiser had multiple gunshot wounds.
He was transported to a local medical facility and he is in stable condition.
When officers arrived on scene at Vista Verde Drive a man was running from the scene.
Police were able to catch the man and identified him as Kaelan Smith, 18 years old.
Police found a gun in the area where Smith was taken into custody.
The gun was later identified as stolen from a recent residential burglary.
Smith was arrested for assault with a deadly weapon, felon in possession of a firearm and ammunition, possession of a loaded firearm in public, and possession of stolen property.

Chico, Calif.--One person is in the hospital Wednesday night and another detained for questioning after a shooting in broad daylight in that also led to major traffic back up on Highway 99.
There were two scenes associated with this shooting. The shooting itself happened just before five at an apartment complex near East 8th Street and Vista Verde Avenue.
The victim drove almost two miles away before crashing near the east 1st ave on-ramp to highway 99.
Police wouldn't say much since this remains under investigation but they said the victim, who they would only identify as an adult, was shot multiple times.
They do not know if they were a resident at the apartment complex where this shooting happened.
They're working to figure out what exactly led to it, but said they were able to detain one person of interest and wouldn't say if they're still searching for other suspects.
Investigators were at the scene of the shooting for hours, but at the scene where the victim crashed their car, police were able to gather evidence and reopen the highway on-ramp after about 45 minutes.
One neighbor Action News Now spoke with, who did not want to be identified, said it's concerning how much of a problem crime is becoming in Chico.
"It's scary obviously and unfortunately these things are happening way too often and coming a lot closer to home," she said.
"Hopefully the victim survives from their injuries and they can gather some information from that victim and help them bring this to a little bit of closure before too long," said Commander Billy Aldridge of the Chico Police Department.
At this time we do not know the status of the victim.
Commander Aldridge said detectives will be working on this throughout the night and provide information as it becomes available.
