Parolee arrested by Paradise police for possession of burglary tools

The same man was arrested in Chico several times at the end of 2019 for charges of prowling at Chico's Pick-and-Pull.

PARADISE, Calif. - The Paradise Police Department arrested a man they say was in possession of burglary tools and alcohol. The arrest occurred Wednesday, Dec. 30, 2020, at 7:30 p.m. at the intersection of Skyway and Billie Road.

Officials said  33-year-old David Montgomery Bowers, who is a parolee, had alcohol in his backpack when stopped, which police say was a violation of his terms of parole.

Police said they observed the man riding his bicycle without a light during hours of darkness, which they said is a violation of the California Vehicle Code.

This led officers to identify him as a parolee on Post-Release Community Supervisor (PRCS).

Because Bowers was a parolee they were allowed to search his backpack.

Police said they located a crowbar, a glass breaking tool, a "slim Jim," and other tools "commonly used to commit theft-related crimes."

The police also said they located alcohol in Bowers' backpack, which is not allowed because of his parole terms.
