Butte County District Attorney Mike Ramsey said Hill was also driving without a valid license.

The crash happened Thursday, April 29, on Lincoln Boulevard and Baggett Marysville Road in Oroville.

Ramsey said even though Hill's car did not touch the Jeep Grand Cherokee that crashed, there couldn't have been a race without Hill.

Three died in the Jeep, driver, Anthony Le Jon Gaston, his daughter, 2, and a passenger. Le Jon Gaston's other daughter, 4, received several broken bones and is still in the hospital.
