Oroville Police arrested Corey Ernest Dozier after a foot pursuit with a K-9 officer.
A Magalia man was picking up papers on the 2700 block of Feather River Boulevard to then deliver when a man got inside his car and locked the door.
The suspect drove his 2003 Chevy Blazer around the parking lot and then went into the road.
According to Gil Zarate from Oroville Police, the officers were able to arrest the suspect after pursuing him on Oro Bangor Highway then tasing him.
