CHICO, Calif. - Action News Now is learning more about a crash that left one woman dead near a neighborhood in North Chico.
Police have identified the driver as 46-year-old Amy Booth from Chico.
The crash shook up the neighborhoods around West Eaton Road and Rogue River Dr. Tuesday night.
One neighbor told Action News Now many people rushed out to see what happened, many trying to help the victim. But it was too late, and the driver was pronounced dead at the scene.
Police said there was one person in the SUV when it crashed through a concrete barrier that had recently been put up by the city of Chico.
One neighbor said that he sees a lot of cars speeding down Eaton Road.
"The problem with it is, in this boulevard particularly, my own opinion is that people drive way too fast, they drive way faster than the designated 40 mile-per-hour speed limit," neighbor, Don Parvex said.
"That barrier must weigh several tons and it just destroyed it," said Jerry Smith, who was home when the crash happened. "I've never seen anything like it. It sounded like a bomb went off."
Officials with the City of Chico said the community requested them to put up the barrier due to loitering concerns. City officials said it recently went up in April, however, they're looking at options for replacing it.
The area was blocked off for about six hours Tuesday night as police investigated the scene.
Authorities are working to determine if drugs and alcohol were a factor.
