On July 2, deputies responded to a report of a boating crash in the China Rapids area of Red Bluff.

Powers was overturned in the rapids and was struggling to stay at the top of the water as he was not wearing a Personal Flotation Device (PFD) but had one inside of the kayak.

Powers tried to stay with the kayak but was later pulled underwater.
