Rental affordability act set to appear on November ballot

California voters will consider expanding rent control statewide in November amid a worsening homelessness crisis.

CHICO, Calif. - Rent continues to soar here in Northern California.

“Rent in Chico is horrifying,” said longtime resident Jodie Foster. “Rent for a 2-bedroom can be somewhere from $2,000 or more.”

The Rental Affordability Act would permit cities to expand rent control, exempt single-family homeowners who own two-houses and allow limits on rent increases.

On this year's November ballot, people will vote on whether to remove current rent control restrictions.

“Hopefully they say it will work the way it supposed, but it’s hard for me to trust the government,” said Foster.

But some say this won’t help the housing crisis, only further it.

“It's going to be impactful to our community,” said North Valley Property Association Executive Director Jennifer Morris. “A lot of times people believe that rent control or just cause protections will be protecting the residents.”

The California Rental Housing Association believes this is not the solution to housing woes.

“I’m fearful that anytime that a new regulation comes through, there's going to be rent control that will make owners say 'I don’t want to be in the business' and we also have residents getting regular increases,” said Morris.

But renters are already fearful they won’t have a place to live.

“To find something to be able to stay is already difficult,” said Foster. “I'm super anxious about thinking I’m going to have a rent increase or I’m going to have move away.”
