CALIFORNIA – On November 3, California voters will be asked to decide 12 different statewide propositions. Action News Now is taking a look at Proposition 21, the rent control measure.

Prop. 21 does not enact rent control statewide, but it allows local governments to do so. Prop 21 expands current state law, allowing cities and counties to place rent controls on properties 15 years or older.

Also, Prop 21 would undo the ban on rent control for single-family homes. But, those who only own one or two homes would be exempt.

Prop 21 also allows local governments to cap rent increases for new renters at 15% over the new renter's first three years.

The point, say proponents of Prop 21, is to make housing more affordable in California and reduce the homeless population.

But opponents fear new rent controls would lead some landlords to sell the homes which would reduce the supply of rental housing.

So, a yes vote on Prop 21 means you want to give local governments the ability to enact rent controls.

A much more extreme version of rent control was rejected by voters two years ago. The same group behind that failed proposition is now pushing the softer Prop 21. So, a no vote means don't change anything.

Tuesday was another beautiful day for northern California as a cold front began to bear down on the West Coast. We can expect increasing clouds late tonight, stronger breezes, and a chance for mountain rain and snow showers.
