The man, identified by CHP investigators as the driver who caused a fatal, head-on crash on the Skyway Monday afternoon has been arrested on felony DUI charges. Just before 2:30 p.m. Monday, authorities say Richard Wayne Wilson, 64, of Chico was driving a Dodge Neon westbound in the eastbound lanes of the Skyway and crashed head-on into a Toyota Prius driven by 58-year-old Steve Julian Valencia of Paradise. A 51-year-old woman who was a passenger in the wrong-way car was killed. Her name has not been released. CHP investigators tell Action News Now there was a lot of alcohol and a strong odor of alcohol inside the car. Wilson was arrested for felony DUI and manslaughter. He was taken to Enloe Medical Center with major injuries, as was Valencia, the driver of the Prius.
