Update: Coroner identifies both victims in fatal HWY 70 crash

The Butte County Coroner’s Office has released the name of the second victim who died in Monday night’s head-on crash on Highway 70 in Oroville.

The wrong-way driver is being identified as Douglas Sapp, 41, of Marysville.

Authorities say Kimberly Orozco, 20, of Berry Creek, was the passenger in a 1988 BMW that was struck head-on by a Honda Civic, driven by Sapp, on Highway 70 just North of Ophir Road.

Sapp was pronounced dead on the scene.

The driver of the BMW, Darius Burcur, 20, of Biggs was transported to Enloe Medical Center with major injuries. As of Wednesday morning, he remains hospitalized in fair condition.

According to the CHP, Sapp ran a red light at Georgia Pacific Way and headed south in the northbound lanes. He crashed head-on into the white BMW carrying Orozco and Burcur.

CHP Officials found an open container of alcohol in Sapp's car. They are still investigating if he was under the influence at the time of the accident.
