A Shasta Lake man has been arrested and charged in connection to damage and copper theft from Joann Fabric and Craft Store in Redding.

According to the Redding Police Department, officers spotted a vehicle parked behind Joann Fabric and Craft Store on Dana Drive and discovered the license plates on the vehicle were issued to a different car.

Thinking the vehicle could be stolen, they watched from a distance until a man carrying a large bag got into the driver's seat. Officers stopped the car and identified the driver as Phillip Hampsten, 38, of Shasta Lake.

During an investigating into the car's ownership, the officers saw a rope hanging from the side of the Joann Fabric building and found a bag filled with copper tubing, and pipe cutting tools in the car.

Hampsten was arrested for grand theft, felony vandalism, possession of stolen property, a violation of the terms of his probation, and possession of burglary tools. He was transported to the Redding Police Department Investigations unit where he was questioned about other local copper thefts.
