Redding police arrest a man at a children's park Thursday they describe as a sex offender and career criminal. Michael Paul Ballinger was found by police at South City Park in close proximity to children. Ballinger was convicted in 2010 for the rape and sexual assault of a child. He was released after four years in prison, but has been arrested 12 times since then for drug and weapons violations. Because he is homeless he's required to register as a sex offender every 30 days but police say he didn't do that. Ballinger was arrested and booked into the Shasta County Jail for probation violation and failure to register as a sex offender.
