Report finds 30 areas needing work at troubled Bay Area jail

SAN JOSE, Calif. (AP) - Investigators have identified 30 areas needing improvement at a troubled San Francisco Bay Area jail where guards have been accused of fatally beating an inmate.

KNTV-TV reports that civil rights consultant Aaron Zissler wrote in his 47-page report on the Santa Clara County Jail that there is a culture of disregard, minimization and inmate concerns at the facility.

The report suggests the jail doesn't distinguish between ordinary complaints and alleged staff misconduct and fails to report use-of-force allegations.

Three deputies from the Santa Clara County Main Jail are facing murder charges in connection to the death of Michael Tyree in August. The guards appeared in court Monday.

Tyree's death has prompted that creation of a Blue Ribbon Commission on improving in-custody operations.,
