Redding transient arrested for exposing himself to pedestrians

Redding Police dimmed a flasher Tuesday morning after he spent the morning exposing himself to pedestrians in Redding.

David Earl Windle, 44, was arrested as a high risk sexual predator at Caldwell Park near Quartz Hill Road around 8 a.m. for indecent exposure, failing to register as a sex registrant, and an outstanding parole warrant.

A City of Redding parks employee reported seeing a male near the parking lot of the boat ramp and restrooms exposing himself inappropriately to multiple pedestrians and an occupied vehicle.

Officers approached the suspect and detained him. He was positively identified as the responsible.

During the investigation, officers determined that the suspect has a lengthy criminal history. He has several prior arrests which include indecent exposure, sexual battery, failing to register as a sex registrant, and parole violations.

He is currently on parole for failing to register as a sex offender. Police said the suspect was not in compliance with the conditions of his parole and his sex registration requirements.

The suspect was also wearing a GPS ankle monitor that was not currently charged and his whereabouts had been unknown until this morning.

Windle was booked into the Shasta County Jail and is being held without bail at this time.
