The Redding Police Department responded to reports of gunshots near the 2900 block of Victor Avenue at approximately 9:18 p.m.

The man who reported the incident was 47-year-old David Spratt of Redding. Spratt told Redding Police Officers that he had been in an argument with an Asian man who fired a gun just over his head.

Officers located a man matching the description given nearby. The man, Pao Saechao, 37, of Redding was very intoxicated and refused to provide officers with any information about the incident.

As officers continued to investigate, they received information that implicated Spratt rather than Saechao as the shooter. Spratt admitted that he had in fact fired a shot into the ground during a dispute with Saechao, saying he was attempting to scare the man away.

Officers seized the firearm Spratt used and according to a press release a complaint will be filed with the district attorney’s office requesting charges be filed against Spratt for negligent discharge of a firearm. Saechao was arrested for public intoxication and booked into the Shasta County Jail.
