The Redding City Council voted three to one Tuesday night to move towards establishing sit and lie rules for the city's commercial areas.

In a staff report, Redding Police Chief Robert Paoletti says he is getting an increasing number of complaints from private citizens and local businesses about people camping out on city sidewalks.

The proposed ordinance would make it against the law to sit or lie on a commercial sidewalk or bench from 7 a.m. until 10 p.m.

A second reading of the ordinance will return to the council as early as April 21. If passed, the ordinance would go into effect 30 days later.
