A coalition has formed in Chico, made up of downtown businesses, community outreach organizations, and the Chico Police Department. Their goal is to rid the downtown Chico area of what they consider "anti-social" behavior. They've committed a significant amount of money to the project, and plan to hire private security guards to patrol private property in front of downtown businesses for the next several months. The group has dubbed itself "R-Town," and submitted it's proposal to the Chico City Council Tuesday night. The group has established a central office at 325 Main Street which it will use as it's main operations base. Attached is the group's position paper, which explains it's purpose and mission statement.
