UNDATED (AP) - Legislation to arm and train moderate Syrian rebels fighting the Islamic State group is waiting for President Barack Obama's signature.
The legislation is part of a spending bill that eliminates the threat of a government shutdown before the November elections, and it was approved by Congress this week.
Joint Chiefs Chairman Martin Dempsey says it could take a year before moderate Syrian rebels trained by U.S. troops return to the battlefield to fight the Islamic State militant group.
