Low-speed chase ends after bystander blocks car in LA

LOS ANGELES (AP) - A man driving a black convertible led police on a slow-speed pursuit in Los Angeles before an apparent bystander blocked the car.

The man smiled and waved to onlookers Friday as several patrol cars trailed him. His car was decorated with signs that read "Victory Parade."

The hour-long televised chase ended when a man stepped in front of the car and stopped it.

Police arrested and driver and handcuffed the bystander.

Los Angeles Department spokesman Tony Im tells the Los Angeles Times sobriety tests will be given to the driver. Police will also interview the man who blocked the car.
