BERLIN (AP) - German's Foreign Ministry says it will meet Thursday with U.S. Ambassador John Emerson and will "spell out the position of the German government" following allegations that American intelligence may have monitored German Chancellor Angela Merkel's cellphone.

Merkel's government says she complained to President Barack Obama in a phone call Wednesday about alleged monitoring.

The U.S. says it isn't monitoring and won't monitor, but hasn't claimed it never monitored.
