LOS ANGELES (AP) - State records show the utility that owns a leaking natural gas well near Los Angeles knew a devastating blowout was possible because of its age, design and the way it was being operated.
State regulators say they were aware of the situation at the largest gas storage field in the West but were limited in their ability to stop it.
The Southern California Gas Co. well blowout has been out of control for more than three months and driven thousands of Los Angeles residents from their homes.
The gas company has apologized for the leak and defended its safety practices, though records and testimony from executives show repeated gas leaks and corrosion in its aging wells.
Experts say the 60-year-old well's operation and design put it at risk of failure.
