CHP: Suspected DUI driver plows into flooded zone, female passenger dies

According to the California Highway Patrol, Saturday night around 7:15, Neng Yang, 55, was driving a 1999 Toyota sedan on State Route 70, south of McGowan Parkway in Yuba County, when he encountered a Caltrans closure, diverting traffic off the freeway due to heavy flooding. Investigators say Yang veered around the cone, continuing on the closed highway, approaching the heavily flooded road at an estimated 65 miles per hour. Yang told investigators he did not see the rising water, and drove straight into it, submerging the vehicle. Yang was able to escape, but his female passenger, 51, was not able to get out. She died at the scene. The CHP says Yang was arrested for DUI, and Gross Vehicular Manslaughter while Intoxicated. Both Yang and his passenger, who has not been identified, were wearing their seatbelts. Yang has been booked into the Yuba County Jail.
