A local transient was arrested Monday after he allegedly exposed himself to passing cars and then removed all his clothes and laid down in the middle of Park Avenue in Chico.

Robert Leavel was arrested around 6:30 p.m. after police received reports a man was standing in the middle of Park Avenue exposing himself to cars. As officers were on the way, they learned the man had removed his clothes and was now laying in the middle of the road blocking traffic.

The first officer on scene contacted Leavel, who initially complied, but when the officer went to handcuff him a struggle ensued. During the struggle the officer suffered a dislocated shoulder.

As the struggle was ongoing, a second officer arrived on scene and arrested Leavel.

Leavel was treated for minor injuries and has been booked into the Butte County Jail for indecent exposure and resisting arrest.

The officer was taken to a local hospital for treatment and has been released.
