The Chico City Council is expected to make a decision on the proposed annexation of the Chapmantown and Mulberry neighborhoods Tuesday night.
The annexation would make both neighborhoods part of Chico, but would cause an increase in taxes and require the neighborhoods to hook up to Chico's sewer system.
If the city doesn't decide to proceed with the annexation they face legal action from the Local Area Formation Commission, because of state mandates.
Most city officials say annexation would provide more city services, including police and fire to the neighborhoods, but some council members have voiced concerns over whether the city could even support serving the area.
If approved the neighborhoods would be phased into the city over five years.
