IONE, Calif. (AP) - The head of California's firefighting agency says he is trying to fix its disciplinary process after two captains who were demoted in a scandal at the CalFire academy were quickly promoted back to their old ranks.

Forestry and Fire Protection Director Ken Pimlott tells The Associated Press he is working with the state personnel department to develop better training on discipline so that such demotions will stick in the future. He is also seeking to reinstate the demotions.

Monday's interview with AP was Pimlott's first since the scandal at the fire academy in Ione, 40 miles southwest of Sacramento.

Sixteen employees quit or were fired, suspended and demoted early this year, but the two were quickly reinstated.

Records show other discipline from the department also failed to stick.
