Butte County yesterday released the findings of a Grand Jury investigation online Wednesday evening. The report was accidently released and pulled from the county's site Thursday morning.
The report stated that Chico's current financial crisis is worse than originally thought, and the city's deficit is over $15 million.
The report points to management, that beginning in 2007 many people involved ingnored red flags and continued a spending spree on personnel and public projects that lead to the problems the city is dealing with now.
The panel says no crimes were committed, but found that money was charged to questionable accounts and account balances were shifted. The panel also says while general fund revenues plummeted the average city salary rose.
In all they say the combination of the recession and poor or no management cost Chico.
The city will have 90 days to respond to the report.
The full report will be released Friday.
