Australian investigation leads to Alturas man

An Alturas man was sentenced to nearly 20 years in prison Tuesday, the result of a child pornography investigation by Australian authorities.

Michael Elliot Papac, 47, of Alturas, was sentenced to 19 years and seven months in prison, followed by a lifetime of serviced release for the receipt and distribution of child pornography.

Papac was investigated by U.S. Immigration and Customs Enforcement's Homeland Security Investigations with assistance from the Modoc County Sheriff's Office along with the Queensland Police Service in Australia.

According to court documents, an Australian investigator came into contact with Papac on a Russian website known for producing child pornography. Papac posted photos of himself sleeping with an 8-year-old girl and discussed his plans to molest her and distribute photos of the molestation.

Australian agents traced Papac's email to his Alturas home and contacted the Modoc County Sheriff's Office. He was taken into custody on February 14, 2014.

Papac, who had been convicted in 2005 for lewd acts with a minor in Modoc County, pleaded guilty to the charges on June 24.
