Nearly two and a half years after a murder in Palermo, the Butte County Sheriff's Office has arrested a suspect. Justin Foster, 23, of Honcut was arrested around 8:30 a.m. Tuesday and is being charged with the murder of Andres Mendoza, 20, of Yuba City. Mendoza was found shot to death south of Palermo in October of 2010. Investigators determined there was a confrontation between the two men after a marijuana deal, ending with Foster shooting Mendoza. Foster is being held without bail in the Butte County jail on a charge of murder.
