SAN JOSE, Calif. (AP) - A California venture capitalist says the state is too big to govern - so he wants to split it up.

The Mercury News says Tim Draper is proposing a voter initiative calling on Congress to split the state into six regions. Draper, who's reportedly a Skype and Hotmail billionaire, submitted the ballot proposal last week to the state attorney general's office.

Political observers say the measure has zero chance of success.
