The Chico City Council took up the issue of homeless activity in downtown Tuesday night. They heard recommendations from the city attorney on how best to implement the proposed "Sit and Lie" ordinance, which has yet to be drafted.
The question is how to create an ordinance that protects downtown businesses and visitors from those loitering, while also protecting constitutional rights. Proponents want to prohibit people from sitting or lying on sidewalks during certain hours.
During the public hearing portion of Tuesday night's city council meeting a total of 29 citizens addressed the council on the hot issue. In the end, the council pushed the issue to next month for further discussion.
